advisory body to offer information, coordinate agenda preparation, develop <br />reports and provide technical assistance, the advisory body will provide an <br />environment to more effectively utilize the City's existing bank of expertise to <br />coordinate environmental programs, services and activities. <br />4. Ensure the advisory body's priorities do not conflict with the approved work plans <br />of City staff, priorities of the City Council or the responsibilities of other <br />commissions and committees. Continuing the City Council's annual goal-setting <br />retreat will help ensure that all entities' goals are incorporated. Moreover, <br />increasing routine communication between the advisory body, City Council and <br />staff through annual joint workshops would encourage the synchronization of <br />priorities. This approach will also help maximize the tangible output of the <br />advisory body. <br />Consider that the Planning Commission will continue to provide oversight for <br />approving construction of residential, commercial, office or industrial <br />developments as is consistent with the City's Municipal Code and that it would be <br />important to maintain this function. <br />5. Encourage the advisory body to serve as a convener of community ideas, rather <br />than as a sole implementer of solutions. Given the enormity and importance of <br />several environmental issues, the community -- not just the advisory body -- will <br />need to address the challenges as a whole. The advisory body can be most <br />effective by serving as a catalyst for this effort. <br />CONCLUSION <br />The City Council has a number of options to consider in establishing the structure of this <br />advisory body. Variables to consider in determining the body's ultimate structure <br />include the number of members, scope of responsibility and criteria for selecting <br />members. While the three options identified in this report offer advantages and <br />disadvantages, each option offers opportunities for collaboration with individuals <br />regarding environmental, energy management and regulatory issues that affect the <br />quality of life within or near the City of Pleasanton.
