RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />AUTHORIZING THE PLACEMENT ON THE NOVEMBER 4, 2008 GENERAL <br />ELECTION THE CITY COUNCIL SPONSORED [TITLE], AUTHORIZING DIRECT AND <br />REBUTTAL ARGUMENTS CONCERNING THE INITIATIVE MEASURE AND SETTING <br />SUBMISSION DEADLINES, DIRECTING THE CITY ATTORNEY TO PREPARE AN <br />IMPARTIAL ANALYSIS, MAKING DETERMINTATIONS REGARDING COUNCIL- <br />WRITTEN ARGUMENTS, AND REQUESTING THE ALAMEDA COUNTY <br />REGISTRAR'S OFFICE TO CONDUCT THIS ELECTION WITH THE NOVEMBER 4, <br />2008 GENERAL ELECTION <br />WHEREAS, California Elections Code §9222 permits the City Council to submit to the <br />voters a proposition for the repeal, amendment or enactment of an ordinance; and <br />WHEREAS, the City Council has reviewed and considered the [TITLE] measure <br />attached to this resolution as Exhibit A; and <br />WHEREAS, the [TITLE) measure reaffirms and readopts/adopts existing General Plan <br />policies and programs, and therefore no additional environmental review is required to place this <br />initiative measure on the ballot; and <br />WHEREAS, California Elections Code §9282 specifies that the legislative body, or any <br />member or members of the legislative body authorized by that body, may file a written argument <br />for any City measure; and <br />WHEREAS, California Elections Code §9285 sets forth the procedures for rebuttal <br />arguments; and <br />WHEREAS, California Elections Code §9280 specifies that the City Council may direct <br />the City Clerk to transmit a copy of the initiative measure to the City Attorney to prepare an <br />impartial analysis thereof. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: <br />Section 1. That the City Council sponsored [TITLE] measure, attached to this <br />resolution as Exhibit A, be placed on the November 4, 2008 General Election ballot, with the <br />initiative measure to be designated by letter by the Alameda County Registrar. <br />Section 2.
