Y <br />E <br />{Ballot question } S <br />N <br />O <br />Section 3. The City Clerk is directed to transmit the initiative measure to the City <br />Attorney to prepare an impartial analysis of the measure by Friday, August 8, 2008. <br />Section 4. The City Council hereby establishes Friday, August 15, 2008 and Friday, <br />August 22, 2008, respectfully, as the deadlines for submission of direct arguments and rebuttal <br />arguments for the initiative measure. These arguments must be submitted to the City Clerk by <br />5:00 p.m. on the respective deadline dates. <br />Section 5. The City Council authorizes a direct argument in favor of the initiative <br />measure to be written by a subcommittee of Council member(s) , <br />[Option A: which argument will be considered by the entire City Council at a special meeting on <br />August _, 2008, and signed by Council members or Option B: who will <br />select third parties to co-sign the argument; or Option C: signed by the writing Council <br />members, as well as non-writing Council members ,and such non-writing <br />Council members will not discuss, edit, comment, or in any manner try to influence argument by <br />the writing Council members; and delegate to the subcommittee the selection of the necessary <br />number of third parties to co-sign the argument for a total of 5 signers] and be submitted to the <br />City Clerk by 5:00 p.m. on Friday, August 15, 2008. <br />Section 6. The City Council hereby adopts the procedures set forth in California <br />Elections Code section 9285 regarding submission of rebuttal arguments. <br />Section 7. The City Council authorizes a rebuttal argument to be written by a <br />subcommittee of Council member(s): , [Option A: which argument will <br />be considered by the entire City Council at its regular meeting on August 19, 2008, and signed <br />by Council members ; or Option B: who will select third parties to co-sign the <br />argument; or Option C: signed by the writing Council members, as well as non-writing Council <br />members ,and such non-writing Council members will not discuss, edit, <br />comment, or in any manner try to influence the argument by the writing Council members; and <br />delegate to the subcommittee the selection of the necessary number of third parties to co-sign <br />the argument for a total of 5 signers] and be submitted to the City Clerk by 5:00 p.m. on Friday, <br />August 22, 2008. <br />Section 8. That notice of the time and place of holding the election is given and the <br />City Clerk is authorized, instructed and directed to give further or additional notice of the <br />election, in time, form and manner as required by law. <br />Section 9. The City Council requests that the Alameda County Board of Supervisors <br />order that this election be conducted by the Alameda County Registrar's Office on November 4, <br />2008, in conjunction with the statewide General Election on that date, with the actual costs for <br />said election to be reimbursed by the City to the County. <br />Section 10. That in all particulars not recited in this resolution, the election shall be <br />held and conducted as provided by law for holding municipal elections. <br />
