TJKM <br />Transportation <br />Consultants <br />Task 6: Conduct Public Outreach Program <br />This task will be led by local land use attorney Peter MacDonald, whose experience and expertise <br />are ideally suited to this effort. Mr. MacDonald will hold initial meetings with the TJKM Team key <br />members and the City TAC to discuss strategies for the Program. <br />For the preparation of the Outreach Plan, Mr. MacDonald will: <br />• Identify the stakeholders. As noted earlier, the most likely major stakeholders will be the <br />Pleasanton Chamber of Commerce, the City's Economic Vitality Committee, the <br />Homebuilder Association and the Tri-Valley Business Council. <br />• Determine the most appropriate presentation strategies. Most likely, these will be fairly <br />informal meetings with each stakeholder group. Presentation materials, primarily copies of <br />the ordinance, the existing fee and the proposed fee, will be developed. <br />• Develop ancillary channels of communication, such as the City website and press offerings. <br />At this stage, it is estimated that four outreach meetings will be held. Direct communication will <br />occur with the TJKM Team and the stakeholders identified earlier in the task. Once the outreach <br />effort is concluded, TJKM will provide a summary of the efforts and conclusions. This information <br />will be included in the Final Transportation Development Impact Fee Report. <br />Mr. MacDonald will also participate in the presentations to the City Council and Commissions. As <br />noted earlier, the preferred outcome of a successful outreach program will be a final presentation <br />at City Council in which a representative from the primary stakeholder groups supports the <br />proposed update, or has submitted a letter of support, and there are few other speakers. <br />- Deliverables: Outreach Plan, summary of outreach efforts, meetings and presentations. <br />Task 7: Prepare Draft TDIF <br />In this task, TJKM will summarize all steps from the TDIF process in a draft final report. This <br />report also includes the nexus findings. Essentially, the nexus findings will be that only those <br />portions of improvement projects that are related to future land use development are included in <br />the fee, which is calculated by dividing the total applicable costs of required projects by the <br />number of new trips. The TJKM Team, particularly land use Attorney Peter MacDonald, will <br />evaluate the adequacy of the current ordinance for the Traffic Development Fee, Chapter 3.26 of <br />the Pleasanton Municipal Code, and recommend any changes. Following the receipt of comments <br />on the draft report, TJKM will finalize the document. The TJKM Team, particularly Chris Kinzel <br />and Peter MacDonald will participate in presentations to the Planning Commission, City Council <br />and any other City group. <br />- Deliverables: Draft Final Report followed by Final Report The document will provide the <br />nexus findings, summarize the Endings and recommendations of the study, inducting analysis <br />and recommendations regarding Chapter 3.26 o f the Pleasanton Municipal Code. <br />Proposal to Update the Tro~c Development Impact Fee Program Page I6 <br />In the City of Pleasanton April 25, 2008 <br />
