TJKM
Transportation
Consultants
Task 4: Determine Other Available Funding
t~
According the City's Capital Improvement Program, there are a number of other potential sources
that may be applicable to the specific projects that are selected. A partial listing of these sources
includes gasoline tax, Measure B funds, Proposition 42 funds, Proposition I B funds, Dougherty
Valley fees, and the General Fund. Tri-Valley regional fees are another potential funding source.
Other funds may be available for specific projects such as trails and bike paths and other unique
items. TJKM will work with the City staff in determining other available funding sources for the
specific projects included in the 2008 TDIF list. In addition, TJKM will determine how much, if any,
of each project cannot be funded from development fees, because a portion of the deficiency is
caused by existing traffic. The final output of this task will be the total amount of unfunded
improvements, caused by future expected development, that are eligible to be funded by the 2008
TDIF. This will be calculated by totaling all costs from Task 3, subtracting that portion of each
project not attributable to future growth and then subtracting all other revenue sources available
to the City for the project list. Finally, all current (I 998) TDIF funds can be subtracted from the
total. These will be available on a carryover basis.
- Deliverables: A breakdown o f project costs, proportion of the project costs eligible for TDIF
funding, and costs that con be funded from other revenue sources. A final dollar amount to be
funded by the 2008 TDIF will be calculated.
Task 5: Calculate the Traffic Development Impact Fee
The calculation of the transportation fee involves a series of steps:
• The amount of future unapproved development is determined. This information was
developed for the General Plan and the Circulation Element. Based on work already
completed, the number of existing trips generated by Pleasanton land use is determined, as
well as all trips from future development. The number of new trips, by land use category,
is determined.
• The cost of each transportation project is determined (in Task 3).
• As described in Task 4, all other funding sources available for each project are determined,
along with the amount of each project's costs that are eligible for TDIF funding.
• The total applicable cost of TDIF projects is determined. The cost per trip is determined
by dividing the total costs of all projects by the total number of new p.m. peak hour trips.
• The draft recommended fee can be adjusted for such factors as affordable housing, infill
development, transit-oriented development, etc.
--7" • The North Pleasanton Improvement District (NPID) contributed to infrastructure
improvements in north Pleasanton. The Pleasanton TDIF has been adjusted to account for
NPID's past contribution. The TJKM will make necessary adjustments to account for
NPID contributions.
- Deliverables: The recommended amount of the TDIF, by land use category, along with any
suggested modifications to account for City policies.
Proposal to Update the Traffic Development Impact Fee Program Page 15
In the City of Pleasanton April 25, 2008
