BACKGROUND <br />The City of Pleasanton operates the Pleasanton Paratransit Service, which provides <br />transportation to Pleasanton/Sunol residents 60 years or older, and to Americans with <br />Disabilities Act (ADA) qualified clients over the age of 18. As part of the program, there <br />has been an on-going interest in providing same day, affordable transportation. In <br />response to this service request, a Measure B Gap Funds grant application was <br />submitted to the Alameda County Transportation Improvement Authority (ACTIA) for <br />fiscal years 2008/2009 and 2009/2010. An expansion of the successful Downtown <br />Route (DTR) program, which provides affordable, same day transportation service to <br />seniors 60 and older and ADA qualified residents, was proposed in the gap grant <br />application. Total projected operating costs for the DTR program over the next two (2) <br />years is estimated at $315,246, with $240,038 of Measure B Gap Funds allocated to <br />cover the purchase of a new bus and direct costs for the project. Staff also proposed a <br />new Rider Assessment Service to provide one-on-one assessments for those PPS <br />clients that have changing paratransit needs, requiring further assistance to resolve. <br />The team approach provides the expertise of a case manager, driver trainer, dispatcher <br />and transit supervisor to accurately assess residents' needs and develop individual <br />transit plans to accommodate clients. Total projected operating costs for this two-year <br />service is $29,727, with $15,000 of Measure B Gap Funds allocated to cover all direct <br />costs. A resolution authorizing staff to accept grant funds from ACTIA is required for the <br />projects noted above.
