City of Pleasanton

STAFF
REPORT

September 2, 1986

HONORABLE CITY COUNCIL
Pleasanton, California

Plan to Implement Computer Study Recommendations

Members of the Council:

Background

In 1983 City staff conducted an extensive needs study to identify
data processing requirements for all City departments, however,
due to various constraints many of the findings have not been
implemented. Recently the consulting firm of Fairfax-Roe was
retained to validate and update the 1983 study. Staff felt that
the update would provide for changes in the data processing
industry and to secure input from the four new department heads
who have been appointed since the previous study was completed.

1986 Study

The 1986 study (attached) recommends that the City move toward a
distributed processing environment (see diagram) thus providing
all departments with the capability to communicate electronically
and to share common data base materials while freeing up the
central computer's capacity by removing word processing and
specialized jobs and performing these on micro computers.

Specific recommendations that will be implemented through the
remainder of this fiscal year are:

. Automate the permit process for Building, Planning,
Engineering and the Fire Department by installing a
Parcel Management System that will also provide us with
the ability to develop data on each parcel of property
within the City. This system will aid in assuring that
all fees are collected and that duplicate fees are not
collected. It is expected that the system will speed up
the permit issuing process.

SR86:386
