project and what mitigation measure, if any, must be <br />undertaken to ensure that the project will not have a <br />significant impact upon the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES THE FOLLOWING: <br />Section 1. The Planning Commission reviewed the contents of <br />Resolution No. 77-66 (Environmental Impact Guidelines <br />and Procedures) as they pertain to the requirements for <br />Negative Declarations and Environmental Impact Reports <br />and determines that the project would not have any signi- <br />ficant effects on the environment to require the prepara- <br />tion of an Environmental Impact Report since any adverse <br />effects are capable of being mitigated. <br />Section 2. Although the Initial Study identified certain aspects <br />of the project as having potential significant adverse <br />environmental effects, said effects can be rendered insigni- <br />ficant by the inclusion of the following mitigating <br />measure: <br />"that the developer construct a functional noise barrier <br />along Santa Rita Road and the SPRR tracks, the design to <br />be approved by the City prior to recordation of a final <br />map." <br />Section 3.
