WHEREAS, upon receipt of the staff report and public input, the Planning Commission reviewed the provisions of the City's Guidelines and Processing Procedures for the evaluation of projects and preparation of Environmental Impact Reports as they pertain to requirements for Negative Declarations and Environmental Impact Reports in order to determine if a Negative Declaration is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the project will not have a significant impact upon the environment. NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: Section 1. The Planning Commission reviewed the contents of Resolution No. 77-66 (Environmental Impact Guidelines and Procedures) as they pertain to the requirements for Negative Declarations and Environmental Impact Reports and determines that the project requested in PUD-80-16 would not have any significant effects on the environment to require the preparation of an Environmental Impact Report since any adverse effects are capable of being mitigated. Section 2. Although the Initial Study identified certain aspects of the project as having potential significant adverse environmental impacts, said impacts can be rendered insignificant by the inclusion of Conditions 57 through 76 of Planning Commission Resolution No. 1962. Section 3. This resolution shall become effective immediately upon its passage and adoption.
