WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation of <br />projects and preparation of Environmental Impact Reports <br />as they pertain to requirements for Negative Declarations and <br />Environmental Impact Reports in order to determine if a <br />Negative Declaration is appropriate for the project and <br />what mitigation measures, if any, must be undertaken to <br />ensure that the project will not have a significant <br />impact upon the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of <br />Resolution No. 77-66 (Environmental Impact Guidelines and <br />Procedures) as they pertain to the requirements for Negative <br />Declarations and Environmental Impact Reports and determines <br />that the project requested in PUD-80-16 would not have <br />any significant effects on the environment to require the <br />preparation of an Environmental Impact Report since any <br />adverse effects are capable of being mitigated. <br />Section 2. Although the Initial Study identified certain aspects <br />of the project as having potential significant adverse <br />environmental impacts, said impacts can be rendered <br />insignificant by the inclusion of Conditions 57 through <br />76 of Planning Commission Resolution No. 1962. <br />Section 3.
