of class one soils and permanent loss of prime <br />agricultural land from production; 2) increased <br />incommuting which would more than offset any <br />reduction in vehicle miles travelled, and, thus <br />air emissions, related to local jobs; and 3) increased <br />local carbon monoxide concentrations, but that there <br />are overriding social and economic considerations <br />(improved transportation network and provision of <br />local jobs) which make infeasible all mitigation <br />measures identified in the Environmental Impact Report. <br />Section 2. That the Planning Commission hereby incorporates the <br />above findings into a Statement of Overriding Considerations <br />concerning social and economic reasons. <br />Section 3.
