PLANNING COMMISSION <br />CITY OF PLEASATQTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1990 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF PLEASANTON RECOMMENDING APPROVAL OF A <br />NEGATIVE DECLARATION PREPARED FOR A GENERAL PLAN <br />AMENDMENT FILED BY EDWARD BREILH DNDER CASE GP-80-6 <br />WHEREAS, Edward Breilh has applied for a general plan amendment <br />to change the land use designation of an approximately <br />two acre site located on the east side of Palomino Drive <br />between Pico Avenue and Concord Street from "Commercial <br />and Offices" to "High Density Residential;" and <br />WHEREAS, a p~iblic hearing was held on May 13, 1981 at which time <br />all public testimony and documents were considered; and <br />WHEREAS, said proposal was based upon an Initial Study done <br />pursuant to the Environmental Impact Guidelines and <br />Procedures adopted by the City Council o£ the City of <br />Pleasanton by Resolution No. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of May 13, 1981, <br />received the Initial Study and proposed Negative Declar- <br />- ation in a report from the Director of Planning and <br />Community Development dated May 13, 1981 regarding the <br />aforementioned project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney <br />of its responsibilities in reviewing the proposed Negative <br />Declaration and the determinations required by Section 5.4 (e) <br />of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies of Resolution No. 77-66 at the time of considering <br />the proposed Negative Declaration and Initial Study; and <br />WHEREAS, the public was afforded an opportunity to comment on the <br />proposed environmental assessment, which had previously <br />been published in the Pleasanton Times, at the time of <br />the public hearing on the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation <br />of projects and preparation of Environmental Impact Reports <br />as they pertain to requirements for Negative Declarations <br />and Environmental Impact Reports in order to determine if <br />a Negative Declaration is appropriate for the project and <br />- what mitigation measures, if any, must be undertaken to <br />ensure that the project will not have a significant <br />impact upon the environment. <br />/// <br />
