Section 1. The Planning Commission reviewed the contents of <br />Resolution No. 77-66 (Environmental Impact Guidelines <br />and Procedures) as they pertain to the requirements for <br />Negative Declarations and Environmental Impact Reports <br />and determines that although the Initial Study identified <br />certain aspects of the project as having potential signi- <br />ficant adverse environmental effects, said effects can <br />be rendered insignificant by the inclusion of the following <br />mitigation measures in the project should it be approved: <br />Conditions 1, 6, 7, 9-14, 18, 19 and 28 of Resolution <br />No. 1806. <br />For this reason, an EIR need not be prepared. <br />Section 2. The City staff is directed to cause a Notice of <br />Determination to be filed pursuant to Section 5.4 (q) <br />of Resolution No. 77-66. <br />Section 3.
