June 18, 1986 <br /> <br />Sam~ Burns &Associates <br />CONSULTANTS SCOPE OF STUDY <br /> PLEASANTON CHAMBER OF COMMERCE <br /> <br /> TASK 1. FEASIBILITY ANALYSIS <br /> (A) Review past room revenue paid to the City of Pleasanton <br /> from its transient occupancy tax. <br /> Review and evaluate projected revenue due the City of <br /> Pleasanton frOIll transient occupancy tax. This would <br /> include an analysis of projected hotel construction <br /> and room rates in a five year period. <br /> (B) Recommend potential funding options for a convention and <br /> visitors bureau. <br /> <br /> Project potential income to be generated along with local <br /> revenues from visitor expenditures. This will be broken <br /> down into projected income from sales tax increments as <br /> well as transient occupancy tax income, and an analysis <br /> of projected employment opportunities created by increased <br /> room usage and visitor expenditures. <br /> TASK 2. CONVENTION BUREAU STRUCTURE - OPERATING BUDGET <br /> (A) Formulate convention bureau structure, job specifications <br /> and guidelines for personnel search and evaluation criteria <br /> for a qualified staff. <br /> (B) Establish a "ground zero" budget which would include start-up <br /> costs as well as any other support materials required to <br /> establish a convention and visitors bureau. <br /> <br /> TASK 3. COMPARATIVE. STUDY <br /> Provide a study of cities of comparable size and present <br /> options on operating procedures for a working bureau. <br /> TASK 4. FOLLOW-UP <br /> <br /> Act in advisory capacity in establishing a bureau. <br /> Work with Committee in the interviewing process. <br /> Advise on establishing policies and rules and regulations <br /> for the operation of a convention and visitors bureau. <br /> <br /> NOTE: All of these tasks can be accomplished only with the complete support <br /> of the Task Force, Chamber Board, Chamber management and City management. <br /> <br /> 4712 Oak Twig Wag, Carmichael, CA 95608, (916) 442-3356 <br /> <br /> <br />
