Extension of utilities to areas <br />not contiguous to existing development is costly and inefficient; it <br />also intensifies the development pressure on the area bypassed. Ideally, <br />utility extension should proceed in a logical, efficient manner together <br />with the annexation of property in order to ensure not only that utili- <br />ties are provided for urban development but that other facilities and <br />services are provided according to city standards. <br />Pleasanton controls the provision of the crucial utilities - sewer <br />and water - to most of the area within its planning area. Generally, <br />these utilities are not now available to areas outside the.city limits. <br />The availability of one or more public utilities at a site increases <br />the pressure for inferior solutions to the problems of providing full <br />municipal services in order to allow development. For instance, the <br />presence of water supplies encourages the possibility for development <br />at densities greater than could be attained by using well water.' Thus, <br />f pressure to allow "package plant" sewerage systems develops along with <br />Substandard private roads and insufficient contract police and fire <br />protection. If urban development is to proceed in a logical, orderly <br />manner consistent with the General Plan, development on the city's <br />fringe with less than full city services must not occur. Restraining <br />the provision of sewer or water service to such fringe areas until <br />all city services can be extended would reduce development pressure <br />in these areas and would prohibit untimely development. <br />Policy 17: To require annexation to the City of Pleasanton <br />as a prerequisite to utility extension, whenever possible. <br />-11- <br />
