upon the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of <br />Resolution No. 77-66 (Environmental Impact Guidelines <br />and Procedures) as they pertain to the requirements <br />for Negative Declarations and Environmental Impact <br />Reports and determines that the project would not have <br />any significant effects on the environment to require <br />the preparation of an Environmental Impact Report, since <br />any adverse effects are capable of being mitigated. <br />Section 2. Although the Initial Study identified certain aspects <br />of the project as having potential significant adverse <br />environmental effects, said effects can be rendered <br />insignificant by the inclusion of mitigation measures in <br />the project. <br />Section 3.
