NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of <br />Resolution No. 77-66 (Environmental Impact Guidelines <br />and Procedures) as they pertain to the requirements for <br />Negative Declarations and Environmental Impact Reports <br />and determines that the project would have significant <br />adverse impacts, but that the recommended conditions of <br />approval would reduce these impacts to an insignificant <br />level. <br />Section 2. Although the Initial Study identified certain aspects of <br />the project as having potential significant adverse <br />environmental impacts, said impacts can be rendered <br />insignificant by the inclusion of the following mitigation <br />measures in the project, should it be approved: <br />1. That the General Plan designation of the subject <br />property be changed to show 15-20 acres of <br />"Public and Institutional," 15-35 acres of "High <br />Density Residential", and 30-45 acres of "Commercial <br />and Offices" and that these uses may be located anywhere <br />within the 91.5 acre site. <br />2. That the General Plan multiple-single family dwelling <br />unit ratio be changed from 25~-75~ to 20$-80~. <br />That in conjunction with the rezoning of the subject <br />property, the applicant agree to carry out the traffic <br />studies necessary to properly develop the site under <br />its new land use designation and if these studies indicate <br />a need for an interchange at I-680/Stoneridge Drive, <br />to fund or participate in the funding of said inter- <br />change unless built entirely with state and/or federal <br />monies. <br />4. That in conjunction with the design and location of the <br />hospital and congregate housing, existing and projected <br />noise levels shall be considered and that both interior <br />and exterior noise levels in areas used by the residents <br />and patients be acceptable for that use. <br />Section 3. The City staff is directed to cause a Notice of Determin- <br />ation to be filed pursuant to Section 5.4 (g) of Resolution <br />No. 77-66. <br />
