Section 1. The Planning Commission reviewed the contents of Resolu- <br />tion No. 77-66 (Environmental Impact Guidelines and <br />Procedures) as they pertain to the requirements for <br />Negative Declarations and Environmental Impact Reports <br />and determines that the project would not have any <br />significant effects on the environment to require the <br />preparation of an Environmental Impact Report, since <br />any adverse effects are capable of being mitigated. <br />Section 2. Although the Initial Study identified certain aspects <br />of the project as having potential significant adverse <br />environmental effects, said effects can be rendered <br />insignificant by the inclusion of the following <br />mitigation measures in the project, should it be <br />approved: <br />Conditions of approval shown by adhering to regulations <br />of the HPD District. <br />Section 3.
