NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of Resolution <br />No. 77-66 (Environmental Impact Guidelines and Procedures) as <br />they pertain to the requirements for Negative Declarations and <br />Environmental Impact Reports and determines that the project <br />requested in GP-78-2, would not meet the requirements for <br />the filing of a negative declaration, due to the serious public <br />controversy expressed by property owners affected by the <br />project, and the possibility of significantly increased traffic. <br />Section 2. The Planning Commission resolves that an environmental <br />impact report be prepared for this general plan amendment <br />application. <br />Section 3. This resolution shall become effective immediately upon <br />its passage and adoption. <br />PASSED AND ADOPTED by the Planning Commission of the City of Pleasanton <br />on the 8th day of March, 1978, by the following vote: <br />AYES: Commissioners Doherty, Jamieson, Shepherd, Wood <br />NOES: Chairman Butler <br />ABSENT: None <br />ABSTAIN: None <br />ATTEST: Secretary Harris <br />DATE: March 8, 1978 <br />ATTEST: <br />Robert J.
