Section 1. The Planning Commission reviewed the contents of Resolution <br />No. 77-66 (Environmental Impact Guidelines and Procedures) <br />as they pertain to the requirements for Negative Declarations <br />and Environmental Impact Reports and determines that the <br />project would not have significant effects on the environment <br />to require the preparation of an environmental impact report, <br />since any adverse effects are capable of being mitigated. <br />Section 2. Although the Initial Study identified certain aspects of <br />the project as having potential significant adverse environ- <br />mental effects as they pertain to traffic and noise, said <br />effects can be mitigated by the inclusion of the following <br />measures: elimination of driveway from Hopyard Road, pro- <br />vision of right-turn-only lane on Hopyard Road and installation <br />of a double-paned glass in the cashier's booth to eliminate <br />adverse noise impacts. <br />Section 3.
