5. That all fill material be placed and compacted under <br />the supervision of a soils engin er; <br />6. That a dust control plan be submitted to the City for <br />approval prior to the beginning of fill operations, and <br />that that plan include methods to (1) control dust <br />created on the site every day from the beginning of the <br />operation until completion, (2) control dust at the <br />entrance/exit of the site, and (3) control long-term <br />dust and erosion; (4) that control of dust and debris <br />on all access ways within the corporate limits of the <br />City be monitored by City staff with the property owner; <br />that developer be aware that if such controls are not <br />adhered to, the City may terminate said fill operation. <br />7. That a temporary berm be constructed along the southerly <br />edge of the filled area or other approved means to be taken <br />to prevent erosion of the site and high sediment runoff <br />from entering the Arroyo del Valle. <br />8. That on-site activity be limited to weekdays between the <br />hours of 7:30 A.D1. to 4:30 P.M. <br />9. That all vegetation and other spoils material unusable <br />for future fill and all debris (including abandoned vehicles) <br />be transported to the transfer station and/or a sanitary <br />landfill at the time of removal. <br />Section 2.
