assumes that existing recycling services will remain the same and that new services, <br />and related costs, will be discussed after the rates for current services are resolved. <br />Because the rate adjustment will be delayed, potentially, the recommended rate <br />adjustment will be higher to reflect the increase period of time the PGS has been <br />operating in a deficit situation. Of course, this is offset by the fact that rate payers <br />have had a lengthier period of time without an increase. <br />3. Do not approve a rate increase. Instead, direct staff and the Subcommittee to <br />negotiate all existing and new services with the expectation that a comprehensive <br />rate proposal will be back to the Council as soon as possible, but no later than six <br />months. As indicated above, because the rate adjustment will be delayed, <br />potentially, the recommended rate adjustment will be higher to reflect the increase <br />period of time the PGS has been operating in a deficit situation <br />In addition to the three options, the Council can provide comment on any of the <br />proposed new services as a means of providing the Subcommittee with ideas about <br />alternative services and practices. <br />In view of the Options above, staff supports Option #1 as it addresses justifiable factors <br />requiring a rate adjustment and provides the time necessary for the Subcommittee to <br />continue resolving outstanding issues without impacting PGS's current operating <br />deficits. Also, as noted in the refuse collection rate survey included as Attachment 3, <br />the interim rate is favorable when compared to many Alameda County cities.
