PGS will accommodate requests fora 35-gallon cart if a 96-gallon will not fit at <br />a residence. <br />. The new program will be implemented within 6 months following approval of a <br />supporting rate adjustment. <br />. All residential material from recycling carts will be processed at the Pleasanton <br />transfer station. The City and PGS will implement efficiency standards to assure the <br />maximum amount of recyclables are being diverted from the waste stream. <br />. PGS will improve ongoing data collection and public information regarding recycling <br />services. <br />. Eliminate the "buy back center" voucher program. <br />In general, this concept would bring Pleasanton's recycling practices into conformity <br />with many Bay Area communities, including Livermore and Dublin, that have dedicated <br />carts for recyclables. When this option was studied in the mid 1990's, residents <br />expressed concern regarding the lack of space to store three carts on thier property. <br />However, with the implementation of the green waste cart service, this concern has not <br />materialized and it is assumed that most homes could accommodate the additional cart. <br />Commercial Recycling Services <br />PGS has conceptually agreed to implement a voluntary source separated commercial <br />collection program that will include the distribution of 96-gallon carts to commercial <br />accounts requesting the service for collection of mixed paper, and potentially glass and <br />beverage containers. Commercial accounts will be responsible for placing the <br />containers adjacent to their trash enclosure prior to the regularly scheduled pickup and <br />returning the cart to a location inside or adjacent to the building following collection. In <br />the event a business can accommodate a container (bin) on site in a trash enclosure, <br />PGS will provide the container at a discounted rate. <br />All commercial recyclable material collected through this program will be processed at <br />the Pleasanton MRF/belt. <br />While the above program would represent a "first step" in addressing commercial <br />recycling, the Subcommittee has requested that within one year from the date that the <br />commercial program is approved, that City staff provide the City Council with a report <br />and recommendation regarding the potential for working cooperatively with the City of <br />Dublin's waste hauler to determine if there are costs savings for using the Pleasanton <br />MRF for processing recyclable materials collected from the City of Dublin. While the <br />outcome of this option is uncertain, it warrants further review as a means of addressing <br />commercial recycling. <br />City Council Comment <br />Staff and the Subcommittee require additional time to more fully analyze PGS's planned <br />levels of service and fees for these residential and commercial services before it can <br />recommend them fully to the City Council. However, it is requesting feedback regarding <br />the overall scope and efficiency of the programs, which based on PGS analysis, will <br />Page 5 of 7 <br />
