BACKGROUND <br />The Pleasanton Gateway project is located on the southwest corner of Bernal Avenue <br />and Valley Avenue and runs parallel to Interstate 680. The land use for this property is <br />designated as "office." The developer has submitted a proposal to reduce the square <br />footage of the office component and add a retail component. The original project <br />consisted of eight four-story office buildings totaling 745,000 square feet. The proposed <br />project includes the following: <br />• 588,500 square feet (6 four-story buildings) of general office uses including <br />business, professional and administrative offices. <br />• 65,000 square feet Safeway style supermarket/grocery store. <br />• 60,928 square feet of neighborhood commercial uses. As currently proposed, <br />there are no convenience markets and drive-through uses. However, fast food <br />restaurants would be allowed, absent any drive-through. <br />• Aself-service gasoline station with five pump islands and 10 to 15 dispensers. <br />The number of dispensers varies depending on the number of diesel fuel <br />dispensers. The applicant has been asked to clarify this question. <br />Based on the proposed size of the project and the changes to the proposed use, staff <br />requires the preparation of a traffic impact study to investigate the project impacts on <br />the roadway network. <br />DISCUSSION <br />The traffic impact study will examine the project's impact on the roadway network and <br />include: <br />• Data collection during the AM and PM peak hours at locations near the site. <br />• Trip generation, distribution and assignment analysis. <br />• Impact analysis for existing and future scenarios, including impacts on adjacent <br />Interstate 680. <br />• Examination of several intersections including Bernal Avenue/Koll Center Road <br />and Bernal Avenue/Valley Avenue, as well as evaluation of the operational <br />viability of the existing roundabout on Valley Avenue adjacent to the project site; <br />• Neighborhood analysis, parking analysis, and safety analysis. <br />• Site Plan review (including a transit, pedestrian, and bicycle facilities analysis). <br />South Bay Development Company will fund the traffic impact study. City staff will <br />prepare and manage the report. In March 2008, staff solicited prospective consultants <br />through the Request for Proposals process. In late April staff received three bids from <br />qualified transportation consulting firms. Staff identified Fehr and Peers of Walnut Creek <br />as the preferred consultant for the project.
