Frr-t~ & f'~:Crs <br />TtlA1fYi04CA1I4N tOx SULFANTS <br />Scenario 4: Far-Term (Cumulative) No Project Conditions -Projected traffic volumes and the <br />projected roadway system using the City of Pleasant Travel Demand Model, developed and <br />maintained by Dowling <br />Scenario 5: Far-Term (Cumulative) Project Conditions -Traffic volumes from Scenario 4 plus <br />traffic estimated for build-out of the project. The roadway system will be the same as Scenario 4 <br />plus additions proposed as part of the project. <br />Mitigation measures will be identified for impacts that exceed the thresholds established in the <br />significance criteria. The project's proportionate share of identified intersection and roadway <br />improvements will be calculated. <br />TASK 6 -NEIGHBORHOOD ANALYSIS <br />Two of the project driveways are proposed to align with existing neighborhood streets, potentially <br />resulting in traffic from the proposed Project using residential streets to access the regional <br />roadway network. Fehr & Peers will collect daily traffic count data for a three day period on up to <br />four neighborhood streets such as Mill Creek Place, East Gate Way, Whispering Oaks Way, and <br />Oak Vista Way. The locations will be selected in consultation with City staff. <br />The existing daily traffic volumes on the roadways will be averaged over the three day collection <br />period and compared to the 2-lane street desirable level of service volumes. Peak hour volumes <br />will also be calculated and the number of vehicles per minute passing each study segment will be <br />calculated. <br />Project trips that are expected to travel through the neighborhood, based on the trip distribution <br />percentages developed previously, will be added to the existing traffic counts on a daily and peak <br />hour basis. Levels of service and vehicles per minute will be calculated and compared to the <br />thresholds presented in the General Plan. Measures that could lessen the desirability of travel <br />through the neighborhood would be developed should the thresholds established in the General <br />Plan be exceeded. <br />TASK 7 -SITE PLAN REVIEW <br />Fehr & Peers will review the project site plan to ensure safe and efficient circulation of vehicles, <br />bicycles and pedestrians through the project site and on the roadways adjacent to the project site. <br />We will review the project site plan in terms of: <br />• Site access and interface with roadway network including adequacy of turn-pocket <br />lengths, driveway throat lengths, sight distance and level of service <br />• Internal intersection operations <br />• Emergency vehicle access and circulation <br />• Vehicular circulation within the site <br />• Parking layout and circulation within the site <br />• Pedestrian access and circulation within and adjacent to the site <br />• Bicycle access and circulation within and adjacent to the site <br />Scope of Work Page 3 - 5 <br />
