BACKGROUND <br />Callippe Preserve Golf Course has a Replacement Account that was established in <br />2006 to fund replacement and repair projects necessary to maintain the course at a high <br />standard. Each year, a budgeted amount of revenue generated by the golf course is set <br />aside in the Replacement Account. In the first two years of operations that amount <br />totaled $108,000. For FY 2008/09, another $80,000 is to be allocated. <br />DISCUSSION <br />Callippe Preserve Golf Course has a total of 58 sand bunkers that are strategically <br />placed throughout the golf course to challenge players during their golf round. The <br />sand that was placed in the bunkers met the original specifications of the golf course <br />architect; however, problems with drainage due to the poor consistency of the sand are <br />affecting the quality of play. According to Cord Ozment, Golf Course Superintendent in <br />charge of turf management, the poor quality of the sand bunkers is the number one <br />complaint from guests at Callippe Preserve. When irrigation water lands in the sand <br />bunkers (or during the rainy season), the water is intended to filter through the sand and <br />flow out of the bunkers through the drainage system. Because the water cannot filter <br />properly, the sand remains consistently moist and too firm. Golfers complain that they <br />cannot predict the flight pattern of a golf ball struck from bunkers. <br />The first phase of the proposed bunker restoration project would include: (1) excavating <br />the sand from the 28 greenside bunkers (on a rotational basis to minimize the impact on <br />golf course playability); (2) removing and washing the gravel under the sand; (3) <br />replacing the cleansed gravel after the drainage system is cleared of any debris; and (4) <br />placing higher quality sand in the bunker. <br />A cost summary and proposed schedule are attached for the Council's review. <br />Approximately 1,200 tons of sand would be replaced in the 28 bunkers at a cost of <br />$47,500; excavation costs are $16,000; labor expense is approximately $8,600; gravel <br />approximately $3,200; insurance $300; mobilization $1,500; and project contingency <br />$7,500. The total cost for the 28 greenside bunkers is estimated at $84,709. <br />Since there is insufficient funding in the Replacement Account to upgrade the remaining <br />30 fairway bunkers, staff is recommending that those be addressed over the next two <br />years as funding accumulates from annual allocations to the Account. The estimated <br />cost to repair the 30 fairway bunkers is $150,000, and would be scheduled to minimize <br />impacts to golfing customers. <br />It is anticipated that the new bunker sand should not require replacement for <br />approximately 12 years, which is the golf industry standard. <br />Page 2 of 3 <br />
