Ms. Batchelder <br />presented each scout with a certificate of appreciation and a personalized letter of thanks. <br />Chairperson Hodgett noted for the record that the Commission prepared a similar <br />proclamation for Mr. Jeff Anhorn, but unfortunately he was unable to attend tonight's <br />meeting. She asked that staff forward the signed proclamation to Mr. Anhorn and <br />reiterate the Commission's appreciation for his generosity. <br />Scott Erickson informed the Commission that he had just returned from attending the <br />grand opening of the newly remodeled office of CRIL (Community Resources for <br />Independent Living) in Hayward. Mr. Erickson reminded the Commission that the City <br />had approved $5,000 in CDBG funding for the project several years ago. The staff of <br />CRIL presented the City with a framed certificate of appreciation which Mr. Erickson <br />displayed for the Commission. <br />7. MATTERS CONTINUED FOR DISCUSSION <br />[There were none.] <br />8. PUBLIC HEARINGS AND OTHER MATTERS <br />A. Recommendation of an Affordable Housing Concept for Windstar's "Stoneridge <br />Station" Apartment Project <br />Steven Bocian provided an overview of the staff report. He noted that the Commission <br />reviewed the proposed affordable housing plan at the August meeting and requested that <br />staff prepare an agreement based on the affordability terms outlined in the plan. The <br />proposed Affordable Housing Agreement is attached to the staffreport. <br />Mr..Bocian noted that the agreement is similar in form to other recently approved <br />agreements, meets the requirements of the City IZO, and is consistent with information <br />presented to the Commission at the August meeting. Key terms of the Agreement are as <br />follows: <br />• A total of 15% or 53 of the units in the project will be affordable. <br />• Of the affordable units, approximately half (26) will be affordable to "very low <br />income" households at 50% of the Area Median Income (AMI) and the other half (27) <br />will be affordable to "low income" households at 80% of AMI. <br />• The affordable units will be dispersed equally throughout the unit mix and complex. <br />• The units will remain affordable for the term of the lease (95 years}. <br />• Affordable units will be rented based on the City's adopted preference system. <br />Page-3- <br />
