A question of whether the detention basin would remain green or become a lake was raised by
Commissioner Pentin. Mr. Wolfe indicated that it would not become a lake, since the basin water is
pretreated and piped into the Arroyo Mocho. Mr. Ferber indicated that some fencing around this area may
be required, perhaps with a gate control; however, at this time, additional information needs to be obtained
regarding usability of the area.
Commissioner Pentin felt strongly that an additional restroom was needed in the design. He also
wondered how sports groups will be served now that sports fields have been removed from the proposed
Master Plan. Mr. Wolfe suggested Commissioners review documentation in their packages that had been
received from the sports groups regarding the desire for improvements to Upper Bernal Field and sports
fields in Phase II of Bernal Community Park.
Commissioner Dibiase had concerns regarding the possibility of people driving up to the group picnic
area, due to its close proximity to parking spaces. He also noted that the workshops indicated some
interest in a water feature in the park, but none appeared on the proposal plan. Mr. Ferber indicated that a
moderate amount of interest had been shown; however, something could be incorporated in the play area
similar to what has been done at Val Vista Community Park. Mr. Wolfe noted that the Civic Arts
Commission has received interest from the community for a water element, so something could be
suggested by that Commission for the park.
Commissioner Kinzer agreed with comments from other Commissioners, and was also concerned that
parking area #22 would be used more by people going to the ice facility.
Commissioner Ritter agreed with Commissioner Pentin that an additional restroom was needed in the
design. He discussed the location of the ice facility and access points into the park, and was concerned
about traffic on Stoneridge Drive for special events at the ice facility. Mr. Wolfe indicated that just as
with special events at the Aquatic Center, the City would work with the operators on parking plans, etc.
for special events at the ice facility.
Commissioner Ellgas agreed with the concerns expressed, and the need for additional restrooms. She also
discussed the differences between neighborhood and community parks, and was advised that restrooms
are generally not included in neighborhood parks.
Mr. Ferber further discussed with the Commission the pedestrian circulation of the park design. He
advised that people attending the workshops had expressed a desire to be able to stroll and walk around
the park, and that the design presented best met the desires of those that attended.
Chairperson Kummer opened the Public Hearing at 8:30 p.m.
Don Gralnek, San Jose Sharks -indicated he has been a part of the group working for the past several
years trying to get an ice skating facility in Pleasanton that would be for all members of the community.
He thanked the community for its involvement in the workshops, and believes there was a good balance of
park activities considered. Until the park design is approved, his organization has not moved forward with
any discussions on what funds will be contributed towards park improvements. If the ice skating facility
is approved in the design, the organization will move forward with PUD plans and whatever City
Parks and Recreation Commission Minutes
April 10, 2008
Page 4
