the 17 acre site. These included both active and passive uses, along with trails and <br />access to the regional system along the Arroyo Mocho, extensive landscaping, and <br />pedestrian friendly access points. As anticipated, during this period it became apparent <br />that there was some interest in incorporating the neighborhood park and that some of <br />the desired amenities could also be incorporated into it. Therefore, the remainder of the <br />planning process included all 22 acres of parkland envisioned for the Staples Ranch <br />Property. <br />A proposed draft master plan (Attachment 6) was presented at a third community <br />workshop on Saturday, March 15, again at Mohr Elementary School. The same <br />advertising methods were utilized, and there were approximately 65 in attendance. <br />Major elements of the Plan included the following items: <br />• Two (2) lighted tennis courts <br />• Three (3) bocce courts <br />• A dog exercise area <br />• 12 space parking area on the neighborhood park site <br />• A four (4) rink ice facility; 215 paved parking spaces; and grass overflow lot for <br />an additional 145 vehicles <br />• Trail staging area/community park parking - 36 spaces <br />• Restroom facility <br />• Children's play area <br />• Loop trail throughout the property <br />• Access to the Arroyo Mocho <br />• Individual and group picnic areas <br />• Central pedestrian promenade <br />• Open turf <br />• Open space meadow <br />Community reaction to the plan was generally positive, particularly the actual number of <br />amenities incorporated into the plan and the amount of green space surrounding both <br />the neighborhood and community park sites. Some concern was expressed about the <br />distance from amenities in the neighborhood park and the restroom facility, which was <br />placed nearer to the play area and trailhead. It was agreed, however, to possibly move <br />the restroom if it didn't significantly increase the distance from the play area. It was also <br />noted that the proposed master plan contained no lighted sports field, however, staff did <br />acknowledge that the City would be initiating other options to address that need in the <br />near term, including Phase II of Bernal Community Park. The second phase of Bernal <br />Community Park calls for construction of three (3) fields to serve the needs of those <br />programs, and it was pointed out that the City Council had recently included that project <br />as a priority for 2008-09. Lighted ball fields at this location is consistent with the Bernal <br />Community Park Master Plan and Specific Plan. Phase I of Bernal Park is currently <br />under construction. <br />Page 5 of 10 <br />
