CAMP DRESSER & McKEE INC.

inspection wtl be conducted. The two most appropriate reservoir sites will
be i denti fied.

Task 3 - Perform Topographic Surveying

Topographic surveys will be conducted of both sites, and the 475 feet
contour wi 11 be staked.

Task 4 - Conduct Geotechnical Analysis

Utilizing the information from Tasks 2 and 3, the following work will be
performed at both sites: -

a. Drill 3 or 4 test holes at and adjacent to both sites.

b. Perform laboratory analysis of materials collected during the
drilling process.

c. With the results from (a) and (b), determine the thickness
and physical properties of the soil, and the physical
properties of the underlying bedrock.

d.Compare the results of (c) to the geologic and soils
information obtained in Task 2.

e. Perform a geotechnical engineering analysis and prepare
bearing pressure and other geotechnical parameters for
reservoir design at both sites.

Task 5 - Formulate Reservoir Concepts

Based upon the Information from the first four tasks, alternative reservoir
layouts and types will be studied for both sites. The reservoir types
could be either buried or partially buried. Cut materials could be used as
a berm to provide visual shielding of the reservoir. Buried or partially
buried reservoirs could be made of reinforced concrete or prestressed
concrete with horizontal or sloped bottoms.

Conceptual layouts for reservoirs at both sites will be prepared for two or
more reservoir types. These layouts will include the alignment of
transmission pipes that will connect the reservoir to the City's existing
water system.

Task 6 - Evaluate Reservoir Concepts

The concepts will then be evaluated relative to each other, considering
reservoir type; property acquisition cost for the reservoir, pipe, and

2
