recreational vehicles on-site and require disclosure to future homeowners that on-street <br />parking in front of 204 Kottinger Drive is prohibited per the Engineering Division. <br />No new curb cuts will be required as part of this project. The existing driveway will <br />continue to serve both properties. A condition of project approval requires the <br />applicants to create a maintenance agreement for the shared driveway. <br />Please refer to the Planning Commission staff report dated April 23, 2008 for a detailed <br />description of this project and background information (Attachment 5). <br />Planning Commission <br />The proposed project was reviewed by the Planning Commission on April 23, 2008. By <br />a 4 to 1 vote, the Planning Commission recommended approval of the project, subject <br />to modified conditions as shown in Attachment 2. <br />The Planning Commission concluded that the project should have additional restrictions <br />placed on the project to limit future development from being taller than the existing <br />structures on the site, to limit the FAR to 30 percent, and to bring back all additions, <br />renovation, and/or new construction for each new lot to the Planning Commission for <br />review. The Commission felt that since the PUD's immediately to each side of the <br />project site included prohibitions on future expansion of the structures, thereby not <br />allowing second stories to those structures, the project structures should similarly be <br />limited to the current height to maintain consistency of scale and to avoid adverse <br />shade impacts. They also felt that a 30-percent FAR was more appropriate for the <br />property than the staff recommended limit of 40 percent as the properties to either side <br />have FAR's ranging from 22 to 28 percent. Commissioner O'Connor voted against the <br />motion for approval due to the fact that he did not support the modification of the <br />conditions of approval to limit the height of future structures to that of the existing <br />residences. <br />Three residents spoke during the public hearing. Steve Roberts expressed concern for <br />two-story buildings being constructed next to his home. Murray Dixon requested that <br />the lots be limited to one-story and that the FAR be limited to 25 percent. Judy Dixon <br />requested the homes be limited to one story and noted the parking problems in the <br />neighborhood. <br />The April 23, 2008 Planning Commission meeting minutes are attached for the <br />Council's information (Attachment 6). <br />Staff Recommendation <br />The challenge created by the proposed PUD is to allow the existing and/or future <br />property owner of each of the existing homes to improve the size, livability, and value of <br />the homes without creating unreasonable impacts to the neighborhood. Staff has <br />proposed imposing site development standards generally consistent with the current <br />zoning and with the R-1-6,500 zoning to achieve that end. These standards would <br />allow a future addition of 608 square feet to the front home, which would very likely <br />Page 4 of 6 <br />
