RECOMMENDATION <br />1. Find that the proposed PUD development plan is consistent with the General <br />Plan and purposes of the PUD ordinance; <br />2. Make the Planned Unit Development findings as identified in the attached <br />Planning Commission staff report; and, <br />3. Introduce the attached draft ordinance approving Case PUD-73, subject to the <br />conditions of approval (Attachment 1, Exhibit B). <br />FINANCIAL STATEMENT <br />The project is an infill subdivision involving minor on-site improvements to be paid for by <br />the property owner. An area of right-of-way dedication along Kottinger Drive in front of <br />the property will be provided to the City at no charge. The creation of the new lot will <br />generate property taxes to be used to provide services, such as police, fire, etc. This <br />project will, therefore, have no adverse fiscal impact on the City. <br />BACKGROUND <br />The project site is an approximately 9,571-square-foot (0.22-acre) lot situated at the <br />junction of Kottinger Drive and Second Street. The property is essentially flat with a two <br />existing residences with a joint access driveway off of Kottinger Drive. The subject <br />property is not located within the Downtown Specific Plan Area or the Core Overlay <br />District but is adjacent to these area boundaries. <br />The existing homes are approximately 1,026 square feet and 885 square feet in size <br />with no covered parking provided on-site. The front house was constructed in 1895 and <br />is, therefore, on the City's list of Landmark Quality Buildings. The back house was <br />constructed in 1948 and is not on the list. Staff does not consider either home to be <br />architecturally significant. <br />In 1991, PUD 91-9 was approved to divide the easterly <br />neighboring parcel of approximately 7,110 square feet <br />into two lots with areas of 4,053 and 3,057 square feet. <br />The existing residence (945 square feet) was renovated <br />on one lot, and a new 845-square-foot home was <br />constructed on the new lot. <br />In 1995, PUD 95-1 was approved to divide the westerly <br />neighboring parcel of approximately 10,378 square feet <br />into two parcels with areas of 4,132 and 6,246 square <br />feet. The existing residence was renovated on one lot <br />(900 square feet), and a new residence (1,500 square <br />feet) and carport were constructed on the other lot. <br />The proposed PUD plan is similar to both PUD-91-9 <br />and PUD 95-1 in that the subject lot proposes to create <br />two parcels of similar square footages, retain the <br />O=PUD-95-1 <br />0= Project Site <br />0= PUD-91-9 <br />Page 2 of 6 <br />
