Retain existing rent levels for <br />existing tenants. <br />• Increase the number of units consistent with design standards and <br />zoning <br />• Development should be viewed in the context of the City's overall <br />housing strategy (both market and affordable) <br />• Owned and operated by a not for profit <br />• Designed for aging in place but retain independent living status <br />• Obtain energy efficiency <br />• Architectural design that retains the "garden" feel similar to the existing <br />developments <br />• Affordable for perpetuity <br />• Financially self sustaining without the need for ongoing grants <br />• City retains ownership of the site <br />• Consolidate property management but sites may be owned and <br />developed separately <br />• Assumes demolition of both Pleasanton Gardens and Kottinger Place <br />• Minimize impact of relocation on existing residents <br />• May have access to utilizing City park land provided park areas <br />continue to fully address neighborhood needs <br />• Unit mix of one and two bedroom unit <br />
