PARKING/ACCESS/TRAFFIC <br /> <br />The applicant proposes a total of 19 on-site parking spaces. These <br />spaces would be scattered throughout the project site and would <br />function more as loading zones than parking spaces. The site would <br />be accessed by one 25 ft. wide driveway off of Old Santa Rita Road <br />and would maintain a minimum of a 20 ft. wide clearance lane <br />throughout the site. Staff recommends that in order to ensure that <br />a minimum 20 ft. wide fire lane is maintained on the site, the <br />applicant should be required to paint the curbs red and designate <br />fire lane areas in a method acceptable to the Fire Marshal. <br /> <br />The North Pleasanton area is projected to experience some short <br />term traffic congestion in the near future before completion of all <br />planned highway interchanges. The advantage to a project of this <br />type is that it is an extremely low traffic generator. Staff <br />estimates that a facility of this size would generate a minimal <br />number of vehicle trips per day. Thus, the development of the site <br />as proposed would have little impact on the traffic situation in <br />the North Pleasanton area. In addition, there would be no overflow <br />parking problem generated from the site, thereby reducing the <br />project's impacts on the adjacent properties. <br /> <br />FLOOR AREA RATIO <br /> <br />The applicant proposes a floor area ratio (FAR) of 129%. The <br />Ordinance Code limits the FAR in C-S zoning districts to 100%. By <br />rezoning the site to PUD, no FAR problems exist with the code. <br />Staff feels that the excess FAR ratio would not present any <br />problems with a mini-storage development. Mini-storage facilities <br />typically have little impact on the surrounding properties and <br />adjacent roadways. Staff feels that the additional floor area <br />would not be perceived by the adjacent properties because of the <br />attractive building design and amount of on-site landscaping. The <br />proposed FAR is similar to the 147% FAR approved for the adjacent <br />Pleasanton Storage project to the south. <br /> <br />LANDSCAPING <br /> <br />The applicant proposes to concentrate landscaping within the 10 ft. <br />setback along Old Santa Rita Road and to the rear of the building, <br />along the eastern property line. Contained within the 10 ft. wide <br />area along the street frontage are six English walnut trees and two <br />Yucca trees. None of these existing trees are considered Heritage <br />Trees. The applicant is proposing to remove two walnut trees at <br />the entrance driveway and the two Yucca trees which are small and <br />not good specimen trees. <br /> <br /> - 4 - <br /> <br /> <br />
