Once again, these changes were adopted by DSRSD and Pleasanton is contractually <br />obligated to implement them. If the change in user charges had been more significant and <br />resulted in a significant number of protests by utility customers, a more difficult issue may <br />have presented itself for the City. Therefore, in light of this, Staff intends in the future to <br />have DSRSD conduct the protest hearing for regional rate changes.
