Staff members in each City have also received numerous inquiries relating to the <br />activation of westbound I-580 ramp meters during the morning commute. Staff believes <br />that westbound ramp metering will improve traffic flow on 1-580 and reduce regional cut- <br />through traffic on local streets during the morning commute. As a result, Pleasanton, <br />Livermore, and Dublin met with Caltrans and Metropolitan Transportation Commission <br />personnel earlier this year to discuss potential morning ramp metering on westbound 1- <br />580. <br />Staff and Caltrans personnel are currently collecting data in preparation of a before <br />study. The study will quantify ramp metering impacts and improvements throughout the <br />Tri-valley. In the upcoming months, Caltrans and staff from each city will develop ramp <br />metering timing plans, install any additional ramp metering equipment, and turn on the <br />ramp meters. Caltrans anticipates the ability to activate the westbound ramp meters in <br />late 2008. <br />Staff will have the opportunity to direct ramp metering signal timing changes. If staff or <br />the City Council finds that one or more of the metered ramps results in unacceptable <br />increases in traffic delays or congestion, Caltrans will - at the City's request -operate <br />the specified onramp metering lights in constant green mode or at the demand rate <br />during the time period necessary to eliminate the negative impact the metering light is <br />having on the adjoining City roadway or intersection. <br />Submitted by: <br />Rob Wilson <br />Public Works Director <br />Fiscal Review: <br />._ <br />1 <br />David P.
