BACKGROUND <br />This project provides the labor and equipment necessary for weekly removal of trash <br />from approximately 424 receptacles located throughout the City's parks and trailhead <br />locations. Cost to dispose of the trash is not addressed in the contract, and instead is <br />billed directly to the City by Pleasanton Garbage Service, Inc. The work included in the <br />proposed contract is currently performed by Sycamore Landscaping Corporation. <br />Sycamore bid this work in spring 2003, completing the original contract and four (4) <br />renewal options. Staff has been most satisfied with the company's performance. During <br />the past five (5) years, the number of trash receptacles throughout the City's parks and <br />trail system has increased from 384 in 2003, to 424 in 2008. <br />Notices regarding the City's Request for Proposals (RFP) for this work were distributed <br />to four (4) local landscape maintenance and trash collection contractors, and public <br />notices were placed in the local newspaper. Final proposals were due on April 24, 2008, <br />with two (2) proposals received. <br />Parks and Community Services staff conducted interviews of both firms in early May. <br />Interviews focused on each contractor's past experience with similar type projects, <br />techniques that would be used to complete the work, and proposed fees. Both <br />contractors were found to be equally experienced, and proposed to use acceptable <br />techniques for trash removal. Sycamore Landscaping Corporation submitted the low bid <br />of $6,500/month, as compared to $6,700/month for The Tree Sculpture Group. <br />Sycamore's proposal for all related work for the period July 1, 2008 to June 30, 2009 is <br />$78,000, and all documents were found to be in order. <br />The proposed contract contains a renewal option, which allows the term to be extended <br />for up to four (4) additional years. It requires the mutual agreement of both parties to <br />renew, and limits negotiations to additional work only. It also allows for an annual <br />increase in the base amount of the contract, beginning on July 1, 2009, equivalent to the <br />Construction Cost Index for San Francisco as published in the Engineering News <br />Record. <br />PROJECT DESCRIPTION <br />The subject project consists of the removal of all waste immediately adjacent to and in <br />trash receptacles; the relining of the receptacles with a new plastic liner; and the hauling <br />of the trash off-site to Pleasanton Garbage Service, Inc. Trash receptacles are located <br />at various government buildings, throughout 42 park locations, and numerous trailhead <br />locations across the City. Project administration is under the direction of the Parks and <br />Community Services Department, through the Parks Maintenance Division. <br />Page 2 of 3 <br />
