Staff Report <br />April 15, 1986 <br /> Page 2 <br /> <br />Wherever possible, City requirements were modified to reflect <br />accepted standards of the industry, yet not compromise the <br />quality of the finished projects. Requirements and practices of <br />other agencies were discussed. <br /> <br />The resulting Private Development Standards is unanimously <br />supported by the Committee and is an attempt to accomplish the <br />following: <br /> <br /> 1. Spell out in detail the City requirements and plan <br /> checking process for review and approval of onsite <br /> plans. <br /> <br /> 2. Simplify and clarify the City's requirements for <br /> materials and methods of construction or <br /> installation for onsite work. Wherever possible, <br /> national building codes are referenced, rather than <br /> having a special set of requirements unique to <br /> Pleasanton. <br /> <br /> 3. Spell out in detail City inspection practices for <br /> onsite work. <br /> <br />It is the hope of the Committee that the Private Development <br />Standards will smooth the plan check and approval process for <br />developers and staff members and avoid construction delays by <br />making contractors fully aware of City inspection concerns, <br />requirements and practices. All of this should save developers <br />time and money, save staff members time, and yet not compromise <br />the quality of the finished product. <br /> <br />In addition to the revision of the development standards, the <br />committee discussed the appropriate department to perform the <br />onsite inspections. The staff plans to review, if the standards <br />are adopted, the organizational structure for performing the plan <br />check and inspection. <br /> <br />Recommendation <br /> <br />It is recommended that your Council adopt by resolution the <br />Private Development Standards to be effective immediately. <br /> <br />Respectfully submitted, <br /> <br /> <br />
