9. Public Relations - Besides press releases and status reports,
it is imperative that the public be constantly informed of
the project status, proposed traffic control, etc. We would
work with Gail Gilpin and employee organizations developing
informational brochures, newsletters, flyers, etc.

As we indicated previously, Mark Thomas has included in the Engineer's
Report for the NPID (freeway portion) funds for "project management
sePvices" Smith, Gray and Company would propose to provide these
services to the City of Pleasanton under an amendment to our current
contract.

We would recommend that the project management services be divided into
four phases so that at the end of each phase the City could review the
work tasks accomplished, the progress made on the freeway improvements
and evaluate the need either to increase or decrease the project
management services provided by Smith, Gray and Compahy. The Smith,
Gray and Company contract would expire upon com~Dletion of the last
freeway improvement.

The description of the major events that will occur in each phase is
described as follows:

Phase I: - Completion of Hopyard Stage IB
- Start construction of Stage II (bridge)
- Environmental Certification fop freeway projects
- Initiation of design for Stoneridge, Hacienda and Santa
Rita Road interchanges and 1-580/680 auxiliary lanes
- Formation of NPID freeway portion
- Construction of interim signals and eastbound on ramp at
Santa Rita Road/I-580 interchange

Estimated time period (April 1986 through February 1987)

Phase II:

- Completion of Hopyard Stage II
- Caltrans design approval and right of way certification
for Stoneridge Drive and Hacienda Drive interchanges and
auxiliary lanes
- Start of construction of Stoneridge Drive and Hacienda
Drive interchanges and auxiliary lanes
- Completion of design for Santa Rita Road interchange

Estimated time period (March 1987 through January 1988)

Phase III:

- Complete construction of Stoneridge Drive and Hacienda
Drive interchanges and auxiliary lanes
- Caltrans design approvals and right of way certification
for Santa Rita Road interchange
- Start of construction of Santa Rita Road interchange

Estimated time period (February 1988 through December 1988)
