~l~nment A <br /> <br /> As shown on the attached, Alignment A provides for a gentle <br /> sweeping alignment that, from an engineering standpoint, is <br /> preferred. This alignment provides for a greater capacity due to <br /> increased design speeds. In addition, the bridge alignment is a <br /> simpler design and the bridge location allows for the possible <br /> future construction of a light rail system along the existing <br /> railroad alignment. As with Alignment B, the removal of the <br /> railroad allows the construction to occur along existing grades and <br /> excessive filling/raising of the roadway is not required. <br /> <br /> The negative aspects of this alignment focus primarily on the <br /> proximity to the residents on Lingate Court and Lingate Creek. The <br /> residents are concerned 'that the construction of the roadway within <br /> approximately 80 ft. of two homes will create an intolerable <br /> situation and decrease their property values. One other aspect is <br /> that a small portion of the park strip between the existing <br /> railroad right-of-way and Lingate Street will be used for the <br /> roadway right-of-way for Alignment A. <br /> <br /> A!i~nment B <br /> <br />As shown, Alignment B tightens the curves along the alignment. <br />While still acceptable from an engineering standpoint, the design <br />speed of the roadway will. be decreased. The bridge design, due to <br />the angle across the Arroyo Mocho and the sharp curves, becomes <br />more difficult to design and more expensive to construct. In <br />addition., this bridge location necessitates removing the railroad <br />trestle prior to construction as well as the relocation of S.P. <br />pipeline's 16 in. high pressure oil line. In addition, this <br />align~nent, while not precluding a light rail system, makes locating <br />a satisfactory alignment more difficult. <br /> <br />Hcwever, this alignment more evenly splits the distance between all <br />residents in the area, maximizing the distance for each homeowner <br />and thereby reducing the impact to all residents. In addition, <br />with the proper locating of the soundwalls, the usability and <br />enjoyment of the existing park strip will increase. <br /> <br />This project has been budgeted within NPID 82-4. An agreement will <br />be worked out with Prudential for the reimbursement to the Distric't <br />of all costs associated with the design and construction of this <br />project within Hacienda Business Park. The remainder of the <br />project wi!] be at District expense. With this in mind, a contract <br />with Bisseil and Earn, Inc. has been prepared for your review and <br />approval. The contract provides for this project to be under <br />construction by the late summer 1986 with all work within the <br />Arroyo Mocho completed by October 15, 1986 in order to meet Zone <br />7's requirements. Should any portion of the approvals or design be <br />delayed, work on the bridge may be delayed until April 1987 to <br />comply with Zone 7's requirements with regard to working within the <br />Arroyo Mocho. <br /> <br />SR 86:104 -2- <br /> <br /> <br />
