That the proposed mitigation measures for Hopyard Road/Owens <br /> Drive be interim and done at the time it is deemed necessary <br /> by the City Engineer; these improvements shall be bonded for <br /> by the applicant in an amount sufficient for both their <br /> installation and removal prior to the issuance of a building <br /> permit for this project. <br /> <br />11.
