FOR THE VINEYARD HILLS RESERVOIR AND <br />ACCESS ROAD, CIP NO. 011023-W.T. AND ABANDON THE CITY'S <br />TEMPORARY CONSTRUCTION EASEMENT ON THE THREEHAND LP <br />PROPERTY <br />SUMMARY <br />Construction of the subject project is complete and is ready for acceptance. The project <br />consisted of constructing a new 1.4 million gallon concrete water tank (reservoir) partially <br />buried in the hills just south of Old Vineyard Avenue to serve new development in the <br />Vineyard Corridor Specific Plan (VCSP) area as well as enhancing water supply to the <br />Bonde water zone. The project also included the "rough-grading" of an access road to the <br />tank in order to provide adequate access to the site during construction of the tank. A <br />temporary construction easement on the Threehand LP property required for the access <br />road work is no longer needed and can now be abandoned. This project was part of the <br />overall water facilities identified in the VCSP which also included improvements to the Zone <br />7 turnout, a new water booster pump station, water pipeline and appurtenant infrastructure <br />facilities. <br />RECOMMENDATION <br />1. Accept the improvements for the Vineyard Hills Reservoir and Rough Grading of the <br />Access Road (CIP 011023). <br />2. Authorize the City Clerk to file a Notice of Completion for the subject project. <br />3. Authorize final payment to Gateway Pacific Contractors, Inc. in the amount of $758.36. <br />4. Authorize payment of the retention in the amount of $197,687.35 to Gateway Pacific <br />Contractors, Inc. thirty days after recordation of the Notice of Completion. <br />5. Authorize the City Manager to execute and file a quitclaim deed abandoning the City's <br />temporary construction easement on the Threehand LP property. <br />FINANCIAL STATEMENT <br />This project is part of the City's water supply infrastructure planned and approved as part of <br />the Vineyard Corridor Specific Plan area. It is expected that operation of this facility will <br />add minimal costs to the City's annual water enterprise operating expenses. Construction <br />of the water tank included new landscaping and an irrigation system around the tank, which <br />will require ongoing maintenance activities estimated to be approximately $3,000 annually. <br />In addition, routine cleaning and maintenance of the cathodic protection for the tank is <br />estimated to be approximately $2,000 annually. <br />
