Moller Ranch <br />The Engineer's Report for the Moller Ranch GHAD provides that funding is needed for <br />the following: excavation and re-compaction of shallow slope failures, installation of <br />additional subdrain systems, repair of surface drainage improvements, construction of <br />additional surface drainage improvements, restoration of eroded areas and/or removal <br />of siltation deposits, site inspection, preparation of the Engineer's Report and City <br />administrative costs. This year the rate of inflation was 0.5 percent, because the <br />assessment is so low it does not have a significant change, therefore staff is <br />recommending the parcel assessment remain the same as last year ($98), including the <br />City-owned water reservoir within the District. With 100 properties within the District, <br />including the City-owned water reservoir site, this year's budget will be $9,800. <br />Currently, the Moller Ranch GHAD has a fund balance of $68,872 for the repair and <br />maintenance of hillside slopes and drainage facilities, as may be necessary in the <br />future. <br />Laurel Creek Estates <br />The Engineer's Report for the Laurel Creek Estates GHAD provides that funding is <br />needed for the following: repair and maintenance of surface and subsurface drainage <br />facilities, slope stabilization, erosion control, routine maintenance, site inspection, <br />preparation of the Engineer's Report and City administrative costs. This year, the parcel <br />assessment has been increased 0.5 percent for inflation from $338 to $340, including <br />the two City-owned water reservoirs within the District. With the addition of the Kolb <br />Ranch Homes there are 121 properties within the District (102 Laurel Creek Estates, <br />including the two City-owned water reservoirs, the 7 annexed with Oak Hill Estates and <br />the 12 properties annexed as the Kolb Ranch Estates). This year's budget will be <br />$41,140. Currently, the Laurel Creek Estates GHAD has a fund balance of $427,967. <br />At the time of initiation of this District, each homeowner was required to fund the GHAD <br />in the amount of $1,000 per lot at the time of close of escrow. This condition was also <br />imposed upon the Oak Hill Estates and Kolb Ranch Estates lots at the time they were <br />annexed into the existing GHAD. The budget for this district assumes the potential for a <br />significant repair of the hillside slopes once every ten years. <br />Lemoine Ranch Estates <br />The Engineer's Report for the Lemoine Ranch Estates GHAD provides that funding is <br />needed for the following: inspection, repair of the surface drainage improvements such <br />as the concrete v-ditches and storm drain outlets including detection and mitigation of <br />potential geologic hazards, slope stabilization, erosion control, routine maintenance, site <br />inspection, preparation of the Engineer's Report and City administrative costs. This will <br />be the third year of assessments for the Lemoine Ranch Estates GHAD. The parcel <br />assessment has been increased 0.5 percent for inflation from $563 to $566. There are <br />no City-owned parcels within this GRAD. With 12 properties within the District, this <br />year's budget will be $6,792. The Lemoine Ranch Estates GHAD will have a fund <br />balance of $33,233. (The developer was required to fund the GRAD in the amount of <br />$1,000 per lot at the time of the final map approval.) <br />Page 6 of 7 <br />
