CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 86-85 <br /> <br /> RESOLUTION APPROVING THE APPLICATION OF PRUDENTIAL <br /> INSURANCE COMPANY OF AMERICA TO AMEND THE LAND USE, AND <br /> GROWTH MANAGEMENT ELEMENTS OF THE GENERAL PLAN RELATIVE <br /> TO A PROPOSED BUSINESS PARK DEVELOPMENT ON APPROXIMATELY <br /> 260 ACRES LOCATED GENERALLY IN THE AREA BOUNDED BY <br /> INTERSTATE 580 ON THE NORTH, TASSAJARA CREEK ON THE <br /> EAST, AND RAILROAD TRACKS OF THE SOUTHERN PACIFIC <br /> TRANSPORTATION COMPANY AND HACIENDA BUSINESS PARK ON THE <br /> SOUTH, AND CHABOT DRIVE ON THE WEST (GP-85-4) <br /> <br />WHEREAS, Prudential Insurance Company of America has applied to <br /> amend the Land Use, and Growth Management Elements of <br /> the General Plan relative to a proposed business park <br /> development to be located on an approximately 260 acre <br /> site, located generally in the area bounded by <br /> Interstate 580 on the north, Tassajara Creek on the <br /> east, and railroad tracks of the Southern Pacific <br /> Transportation Company and Hacienda Business Park on the <br /> south, and Chabot Drive on the west (GP-85-4); and <br /> <br />WHEREAS, the Planning Commission has held a public hearing on the <br /> proposed changes on February 12, 1986 and has made <br /> recommendations concerning same; and <br /> <br />WHEREAS, a public hearing was held on March 4, 1986, at which <br /> time the City Council reviewed the proposed General Plan <br /> amendment and considered all reports, documents, <br /> testimony, and recommendations; and <br /> <br />WHEREAS, an Environmental Impact Report was prepared for GP-85-4 <br /> and on March 4, 1986 a resolution accepting the <br /> Environmental Impact Report as complete and adequate was <br /> adopted; and <br /> <br />WHEREAS, the EIR indicates significant environmental effects <br /> would result from the project, as summarized in the <br /> Environmental Impact Findings, Exhibit "A" to Ordinance <br /> No. 1246, on file in the Planning Department; and <br /> <br />WHEREAS, CEQA and state and local EIR guidelines adopted pursuant <br /> thereto require this City Council to make specific <br /> findings where an EIR identifies one or more significant <br /> effects which may result from approval of the project; <br /> and <br /> <br />WHEREAS, this City Council finds that potentially significant <br /> environmental effects either (1) have been mitigated by <br /> project conditions of approval or modifications made to <br /> the project during the review process, (2) require <br /> <br /> <br />
