The purpose of this <br /> agreement is to empower the Tri-Valley Wastewater Agencies to <br /> implement a wastewater management plan by the creation of an <br /> agency (hereinafter defined as the "Authority") to provide the <br /> facilities necessary for adequate wastewater treatment, <br /> transmission, disposal, and/or reclamation and reuse as deemed <br /> appropriate by the Authority. <br /> <br /> The purpose of the Authority shall be to continue and expand <br /> <br /> the above-described planning efforts, select a project or <br /> projects implementing such plans, perform necessary <br /> <br /> environmental reviews, arrange required financing, acquire <br /> property, design and construct a project or projects and provide <br /> for management, operation and maintenance of such project or <br /> projects. <br /> <br /> IV. Method. <br /> <br /> The Tri-Valley Wastewater Agencies, individually and in <br /> <br /> common, have the power to study, discuss, plan, recommend and <br /> <br /> implement policies and programs pertaining to wastewater <br /> treatment, transmission, disposal, reclamation and reuse, and <br /> expend funds relating to these matters. The Tri-Valley <br /> Wastewater Agencies propose jointly to exercise some or all of <br /> <br /> the foregoing powers through the Authority. <br /> <br /> V.
