12. The applicants shall submit a pad elevation certification prepared by a licensed <br />land surveyor or registered civil engineer to the Planning and Community <br />Development Director and Chief Building Official, certifying that the pad <br />elevations and building location (setbacks) are pursuant to the approved plans, <br />prior to receiving a foundation inspection for the structure. <br />13. A final grading and drainage plan shall be submitted for the second unit in <br />conjunction with the plans submitted for issuance of building permits. Drainage <br />shall be conveyed to an approved point of discharge, subject to the review and <br />approval by the City Engineer and/or Chief Building Official. <br />14. All site improvements and construction activities shall be limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no construction <br />shall be allowed on Federal Holidays. If complaints are received regarding the <br />Saturday construction hours, the Planning and Community Development Director <br />may modify or revoke the Saturday construction hours. The Planning and <br />Community Development Director may allow earlier "start-times" for specific <br />construction activities (e.g., concrete-foundation/floor pouring), if it can be <br />demonstrated to the satisfaction of the Planning and Community Development <br />Director that the construction and construction traffic noise will not affect nearby <br />residents. All construction equipment must meet DMV noise standards and shall <br />be equipped with muffling devices. <br />15. Final inspection by the Planning Division is required prior to occupancy of the <br />second unit. <br />16. The second unit covered by this approval shall be equipped with an automatic fire <br />sprinkler system. Plans and specifications for the automatic fire sprinkler system <br />shall be submitted to the Building and Safety Division for review and approval <br />prior to installation. The fire alarm system, including water flow and valve tamper, <br />shall have plans and specifications submitted to Fire Prevention for review and <br />approval prior to installation. All required inspections and witnessing of tests <br />shall be completed prior to final inspection and occupancy of the second unit. <br />{end} <br />3 <br />
