BACKGROUND <br />Tract 7890 is a residential subdivision proposed by Kazuo and Takiko Hatsushi (Ralph <br />and Amy Hughes). The property is located on the south side of Vineyard Avenue <br />between Montevino Drive and Clara Lane, as shown on the attached vicinity map. <br />On June 13, 2007, the Planning Commission approved an application by Kazuo and <br />Takiko Hatsushi. (Ralph and Amy Hughes) for Vesting Tentative Map, Tract 7890, to <br />subdivide the subject property, located at 2756, 2770, and 2798 Vineyard Avenue in the <br />Vineyard Avenue Specific Plan area. The subdivision of the 15-acre Hatsushi property <br />allows for the construction of 13 residential lots, one lot for the existing Hatsushi home, <br />and three parcels that will be used for open space/landscaping. <br />The proposed development will be constructed in two phases. Phase One (Tract 7890) <br />will include lots 1 through 5, the cul-de-sac (Hatsushi Terrace) serving these lots that <br />connect to the adjoining Clara Lane development, and an emergency vehicle access <br />(EVA) road from the cul-de-sac to Montevino Drive. Phase Two will include. the <br />extension of the public street from Hatsushi Terrance to Vineyard Avenue and an <br />additional cul-de-sac serving the remaining 8 lots. <br />The Engineering staff, Planning staff, and the City Attorney's Office have reviewed the <br />Final Map, Improvement Plans, and other legal documents for Tract 7890. The <br />developer has prepared the required disclosure deeds and CC&R's. All submittals. are in <br />substantial .conformance with the PUD and Tentative Map approvals. Development <br />fees; including the Vineyard Avenue Corridor Specific Plan (VACSP) fee for all eight lots <br />allowed within upper two parcels, have been paid. The remaining (VACSP) fees. vvilt be <br />paid with the development of the remaining parcel along Vineyard Avenue (currentlythe <br />Nursery). <br />The signed Subdivision Agreement has also been submitted. <br />DISCUSSION <br />Proposed Improvements <br />The proposed improvements closely match the conceptual planning for the site <br />specified in the Vineyard Avenue Corridor Specific Plan. The development proposes a <br />public cul-de-sac (Hatsushi Terrace) from the proposed Clara Lane extension until such <br />time as Clara Lane is extended with the adjacent development. Temporarily, the cul-de- <br />sac will take access through an emergency vehicle access (EVA) road to Montevino <br />Drive. To facilitate the extension of Clara Lane, the Hatsushi's had their consultants <br />prepare plans for the extension of Clara Lane including the landscaping. They have <br />also paid the City their pro-rata share of the cost of constructing Clara Lane. The <br />adjacent developer will construct Clara Lane with his subdivision improvements. The <br />extension of Clara Lane is scheduled to begin construction in the summer of 2008. Per <br />the conditions of approval, once Clara Lane is extended, the lots on Hatsushi Terrace <br />will be required to use Clara Lane for access. <br />Page2of3 <br />
