9 <br />THE CITY OF <br />'- - <br />~- ~~ -°--°~~_-~•-~-~~' CITY COUNCIL AGENDA REPORT <br />~L£~S~4NTONo <br />May 6, 2008 <br />Public Works Department <br />TITLE: APPROVAL OF THE FINAL MAP, IMPROVEMENT PLANS AND <br />SUBDIVISION AGREEMENT FOR TRACT 7890 (HATSUSHI ESTATES, <br />PHASE I) <br />SUMMARY <br />Tract 7890 creates five single-family detached residential lots, one lot being the existing <br />Hatsushi home, and a remainder lot which will be subdivided in a later phase of <br />development. Additionally, there will be a common open space parcel that will provide <br />for a storm water bio-retention pond and open space/landscaping. The property is <br />located on the south side of Vineyard Avenue between Montevino Drive and Clara <br />Lane. Staff has reviewed the Final Map and Improvement Plans and has found them to <br />be in substantial conformance with the approved Tentative Map. <br />PLANNING COMMISSION RECOMMENDATION <br />On June 13, 2007, the Planning Commission approved an application by Kazuo and <br />Takiko Hatsushi (Ralph and Amy Hughes) for Vesting Tentative Map, Tract 7890, to <br />subdivide the subject property, located at 2756, 2770, and 2798 Vineyard Avenue in the <br />Vineyard Avenue Specific Plan area. The subdivision of the 15-acre Hatsushi property <br />allows for the construction of 13 building sites, one lot for the existing Hatsushi home, <br />and three parcels that will be used for open space/landscaping. <br />The proposed development will be constructed in two phases. Phase One (Tract 7890) <br />will include lots 1 through 5, the cul-de-sac serving these lots (Hatsushi Terrace) that <br />connect to the adjoining Clara Lane development, and an emergency vehicle access <br />(EVA) from the. cul-de-sac to Montevino Drive. Phase Two will include the extension of <br />the public street from Hatsushi Terrace to Vineyard Avenue and an additional cul-de- <br />sac. <br />RECOMMENDATION <br />1. Approve the Improvement Plans and Final Map for Tract 7890, Hatsushi <br />Terrance. <br />2. Authorize the City Manager to execute the Subdivision Agreement for this <br />development. <br />3. Accept all parcels of land and easements offered for dedication on the Final Map. <br />FINANCIAL STATEMENT <br />There will be an annual increase of $2000 in the operating budget when public <br />improvements are accepted, due to increased utility maintenance costs. <br />
