19a <br />THE CITY OF <br />- -- x -~- ~"' CITY COUNCIL AGENDA REPORT <br />j~L~E~S~4NTONo <br />April 15, 2008 <br />Assistant City Manager <br />TITLE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND <br />HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUND <br />ALLOCATIONS FOR FISCAL YEAR 2008 <br />SUMMARY <br />Pleasanton will receive $274,681 in CDBG funds for FY 2008 (2008/09). This report <br />summarizes the new applications that were received from local non-profit agencies for <br />FY 2008 CDBG funding and makes a recommendation for the allocation of funds for the <br />coming fiscal year, which begins July 1, 2008. Submittal of these funding <br />recommendations must be transmitted to the County by no later than Wednesday, <br />May 7. <br />Staff would also like to note that the City Council has an established priority to conduct <br />a review of the City's existing grant programs to determine whether local non-profit <br />needs are being met and what the City should do (financial or other) to address unmet <br />needs for the community. As a reminder, the City's grant programs are comprised of <br />three financial components: 1) CDBG, which are annual federal allocations to <br />municipalities for the purpose of funding housing and services for low-income persons; <br />2) City grants, which are annual general fund allocations to support nonprofit, <br />community-based organizations that provide human services, youth programs and <br />services, or promote culture/arts; and 3) annual financial support to non-profits to <br />support or augment existing city services, (e.g. 211 information and referral services, <br />etc). Because these three financial components are interrelated, and collectively <br />provide value to the community in terms of addressing social service needs, staff is <br />proposing that the Council support the establishment of a Working Group comprised of <br />two councilmembers and various commission representatives to address the <br />aforementioned City Council priority. Work would begin immediately in effort to <br />establish recommendations for funding implementation for the 2009/2010 grant cycle <br />and fiscal year. <br />HUMAN SERVICES COMMISSION RECOMMENDATION <br />Allocate CDBG funds as detailed in Attachment 2 and have staff work with GRID <br />Alternatives to investigate the possibility of diverting $28,000 in unused CDBG funds <br />from 2004 to provide an increased level of funding Tri-Valley Haven's proposed roof <br />repair and solar retrofit project. <br />HOUSING COMMISSION RECOMMENDATION <br />Allocate CDBG and City Lower Income Housing funds as detailed in Attachment 2. <br />
