Despite the fact that the proposed building height is comparable to the existing homes <br />on Adams Way and that it is lower than the three-story buildings at the immediate north, <br />Mr. Morris is still concerned that the proposed development would block his view of <br />Mt. Diablo. <br />Street Profile <br />Affordable Housing Agreement <br />In conjunction with the development plan, staff has been working with Mr. Aminian for <br />the past several months on an affordable housing component for the project that would <br />meet the requirements of the City's Inclusionary Zoning Ordinance (IZO). The IZO <br />requires that for all new single-family residential developments (including townhomes) of <br />15 units or more, 20 percent of the total units shall be affordable to very low, low, and/or <br />moderate income households. Since the proposed ten-unit project does not meet the <br />IZO's 15-unit threshold, the developer is technically not obligated to provide affordable <br />units within the project and could opt to pay the City's in-lieu Lower Income Housing <br />Fee. The current fee for single-family residential development is $9,393 per unit (or <br />$93,930 for the ten-unit project). <br />Following feedback received from City staff, the developer has willingly agreed to work <br />with the City to make one of the ten units available for sale at a price that is affordable <br />to a low income household at 80% or less of the Area Median Income. The proposed <br />project design includes one smaller unit ("F Unit" in the attached site plan) that would be <br />the affordable unit. The "F Unit" would be atwo-bedroom unit with a floor area of <br />1,057 square feet. <br />Staff met with the developer in January to discuss the proposed affordable housing <br />proposal. It was generally agreed to follow the example established by the recent Birch <br />Terrace project that is located near the proposed project site. Staff has drafted an <br />Affordable Housing Agreement (AHA) based on this example (see Attachment 7).
