BACKGROUND <br />The subject site represents one of the last infill, high-density residential sites in the City <br />of Pleasanton. It is unique in that it is located among high-density residential <br />development, both for ownership and for rent, and is close to the Downtown area. <br />The applicant proposes to develop the site with ten "ownership" residential units with <br />common driveway aisles and a common open space area. A homeowners association <br />would be formed to enforce the CC&R's. The development has been sensitive to the <br />concerns of property owners and tenants in the neighborhood. <br />The proposed project has been presented to the neighborhood in a form of a <br />City-sponsored neighborhood meeting. The Housing Commission has reviewed the <br />project in connection with the Affordable Housing Agreement. The Housing <br />Commission recommended approval of the Affordable Housing Agreement, and the <br />Planning Commission recommended approval of the proposed development. <br />DISCUSSION <br />Site Description <br />The approximately 0.88-acre size is located on the north side of Vineyard Avenue. It is <br />currently occupied by asingle-family home, several accessory buildings, and an old, <br />non-productive orchard. The site slopes down from the south (Vineyard Avenue) to the <br />north (Vine Street). There is an elevation difference of 23 feet with an average slope of <br />approximately 5.8 percent. Access to and from the site is currently via an existing <br />driveway off Vineyard Avenue. <br />Page 3 of 11 <br />
